       I. Event Overview

World Accreditation Day is a joint global holiday for promoting and advocating the work of certification, recognition, inspection, and testing across countries. To advance the widespread development of certification, recognition, and inspection testing worldwide, the International Accreditation Forum (IAF) and the International Laboratory Accreditation Cooperation (ILAC) have jointly designated June 9th as World Accreditation Day. On June 9, 2022, marked the "World Accreditation Day." In order to deeply implement the strategic deployment of the Party Central Committee and the State Council on the implementation of the strategy of building a quality-oriented country, vigorously promote the significant role of certification, recognition, and inspection testing in advancing economic and environmental sustainable development, and demonstrate our company's quality assurance in serving green development, we have launched a series of themed promotional activities on noise, in line with our company's actual situation.

      Section Two: Event Schedule

2.1 Event Coordinator and Event Plan Discussion

Our company, Shaanxi Jian Sheng Environmental Testing Co., Ltd. (abbreviated as "Jian Sheng Testing"), organized a meeting on the day of the event, led by the Quality Manager, Ms. Zhao Qiong, with the participation of the Public Relations Department's Deputy Ministers and staff, totaling four people, to discuss the process and details of the event. During the meeting, the Quality Manager, Ms. Zhao Qiong, pointed out that certification and recognition of inspection and testing is a fundamental system to strengthen quality management and improve market efficiency under the conditions of market economy. We must thoroughly implement the major strategic decisions of the Party Central Committee and the State Council on promoting the reform of the ecological civilization system, developing green, low-carbon, and circular economy, and achieving the goals of "carbon peak" and "carbon neutrality." We emphasize the strategic and fundamental role of certification and recognition of inspection and testing, innovate the institutional and systemic mechanisms of ecological civilization, guide green production and consumption, and enhance the quality and benefits of green development. We should uphold the spirit of fairness, justice, and seeking truth from facts, and strictly adhere to the "three non-implementation" principles in inspection and testing activities: 1) We will not conduct inspections that violate principles; 2) We will not produce reports that alter data; 3) We will not proceed with data without a process. Additionally, during the meeting, the Public Relations Department Minister and staff engaged in in-depth discussions on the detailed aspects of event planning, poster design, and promotional channels.

Establishment of the 2.2 Certification Recognition Day Event Theme

Our company is an independent third-party inspection and testing institution that specializes in acoustic testing and conducts inspection and testing activities. Recently, as of June 5, 2022, the "Noise Pollution Control Law of the People's Republic of China" (hereinafter referred to as the "New Noise Law") has been officially implemented, and the "Environmental Noise Pollution Control Law of the People's Republic of China" has been abolished simultaneously. This long-awaited law has made corresponding provisions for issues such as annoying night construction noise, roaring vehicle noise, loud entertainment and fitness audio, and neighbor's pet noise disturbing the public. At the same time, the "New Noise Law" clearly defines the connotation of noise pollution, expands the prevention and control objects, and broadens the scope of legal application. By removing the word "environment," the law emphasizes that the subject of regulation is human-generated noise, such as urban rail transit, motor vehicle "explosive" driving, loudspeaker announcements, and industrial noise, among others. Since there are many causes of noise, removing the word "environment" is primarily to avoid the irresistible nature of the causes of noise, such as thunder, rain, and wind. All human-generated noise that is difficult to produce or even solve is not considered as a subject of regulation. The update of this regulation is conducive to improving living environments and creating peaceful living spaces. In conjunction with the implementation of this regulation and the demands of the World Environment Day activities, with the approval of our General Management Office, the Organization Department is responsible for the specific implementation of the thematic activity, which began promptly at 10:00 AM on the same day.

2.4 15th "World Accreditation Day" symposium and implementation & learning of the "Noise Law"

The symposium focused on legal knowledge related to the inspection and testing industry, company system documents, the professional qualities of inspectors, and discussions on learning. Actively organized various activities such as laboratory openings, public science popularization, convenient testing, and technical training to enhance the public's understanding and trust in the inspection and testing industry. Promoted the experiences and achievements of inspection and testing services in promoting the high-quality development of the economy and society, increased the exposure of typical cases of illegal and irregular practices in inspection and testing, and made pursuing quality, valuing integrity, and being trustworthy the value orientation and spirit of the era for the inspection and testing industry.

2.5 Noise Knowledge Promotion and Survey Campaign

On June 10th, our company conducted an online survey on the popularization of noise knowledge. Through a network platform, we conducted questionnaires with nearly a hundred respondents from various industries, including residents and business owners. The specific survey content is as follows:

       Section 3: Event Summary

Through our research, we found that nearly 70% of respondents were not aware of the implementation of the noise law, while nearly 45% had experienced or been troubled by noise pollution. 60% of respondents indicated confusion regarding how to properly address noise disturbances. Based on these survey activities, we identify an objective issue of insufficient promotion and implementation of the existing noise law regulations. In future inspection and testing activities, it is essential to普及 relevant laws and regulations.
