The Ministry of Transport, in collaboration with the Ministry of Housing and Urban-Rural Development, has issued a draft for public comments on "Guiding Opinions on Promoting the Healthy Development of the Car Rental Industry" (hereinafter referred to as the draft opinions), and the public comment period will last for two weeks.
In recent years, the car rental industry in our country has experienced rapid development, with a total of 6,301 car rental businesses, and approximately 200,000 vehicles in rental. The market size is growing at a rate of around 20% annually. With the widespread adoption of mobile internet technology and the promotion of new energy vehicles, the time-sharing rental model (also known as car-sharing) is gradually gaining popularity in major cities like Beijing, Shanghai, Guangzhou, and Shenzhen. Time-sharing rentals are priced by the minute or hour, utilizing small passenger cars with 9 seats or fewer, and leveraging mobile internet and GPS technology to build a network service platform. This platform offers self-service vehicle reservations, pick-up and return, and fee settlement as the main services. According to statistics, there are over 40 time-sharing rental companies in our country, with a total of more than 40,000 vehicles, over 95% of which are new energy vehicles.
Overall, the development of the car rental industry in our country is still in its infancy and faces some issues. A relevant official from the Ministry of Transport's Department of Transportation Services listed them as follows: First, there is a lack of service capacity, low market concentration, inadequate networked and scaled service levels, insufficient operating outlets, and insufficient convenience for renting and returning cars; second, there is a high level of business risk for enterprises, with some difficulty in controlling vehicles during the rental period; third, there is a lack of specialized laws and regulations for the car rental industry at the national level.
"This part-time car rental can to some extent reduce the desire for personal car purchases and decrease the ownership of private cars, but compared to large-capacity public transportation, it still represents a non-intensive mode of travel." The official said, "If left entirely to market development, it may exacerbate traffic congestion in large and medium-sized cities. It is essential to consider the actual conditions such as the level of urban economic and social development, road traffic, parking resources, and coordinate them with public transport, subways, taxis, and shared bicycles."
Promoting the healthy development of time-sharing rentals is one of the key focuses of the draft opinion. The draft proposes that localities should reasonably determine the role of time-sharing rentals in the urban comprehensive transportation system, considering factors such as urban traffic, public demand, and parking facilities when studying the establishment of vehicle deployment mechanisms. A relevant official from the Ministry of Transport's Department of Transportation Services stated that the deployment mechanism should take into account the different characteristics of large, medium, and small cities, and for cities with tight road resources and stringent environmental constraints, particularly in the North, East, South, and West (Beijing, Shanghai, Guangzhou, and Shenzhen), the scale should differ from that of medium and small cities.
"Promoting Shared Car Development: Balancing 'Control' with 'Relief.' Currently, the difficulty in parking is a major issue facing the development of time-sharing car rentals. Due to parking space limitations, users can only pick up and return cars at designated locations. The draft proposal suggests encouraging public parking lots in urban commercial centers and other densely populated areas to provide convenience for parking; it also encourages exploring measures such as discounted parking fees to promote the parking of rental vehicles in on-street parking spaces, better achieving the 'pick-up and return at any time' service. It is learned that some cities have already started exploring such initiatives. After signing agreements with local authorities, companies only need to pay a fixed annual fee, allowing their vehicles to be parked for free on legally designated on-street parking spaces within the city, which facilitates public use and promotes industry development."
Moreover, to urge automobile rental companies to fulfill their principal responsibilities, the draft proposes that operators should enhance their online and offline service capabilities, strengthen vehicle dispatching and daily management, ensure vehicles are in good condition, and improve parking management to guarantee users' financial and information security. In terms of insurance, the current insurance rates for rented vehicles are consistent with those for taxi rentals, but there are differences in terms of usage efficiency and accident risks. Therefore, the draft encourages automobile rental companies to collaborate with insurance companies to develop insurance products that align with their business characteristics and risk levels.
To enhance safety management, the draft proposal suggests implementing a car rental identity verification system. Tenants with unclear identities or those who refuse identity verification should not be provided with car rental services. Due to weaker control over rented vehicles, the real-name car rental system is conducive to preventing and reducing the risk of vehicle fraud. Private cars, if registered as "rental" and in compliance with local regulations, may engage in time-sharing rental services.
