The Ministry of Housing and Urban-Rural Development has issued the "Standard for Identification of Dangerous Buildings," which explicitly defines dangerous buildings as those with severely damaged main structures or critical components that are dangerous, posing a risk of losing stability and load-bearing capacity at any time. Such buildings are unsafe for habitation and use.
Based on the degree of danger in the foundation, load-bearing structure, and protective structure of a building, combined with environmental impact and trends, after safety assessment and evaluation, buildings can be rated into four categories: A, B, C, and D. Categories C and D are commonly referred to as dilapidated buildings. If a building is deemed dilapidated, it may require reinforcement, reconstruction, or even demolition.
Grade A: The structural bearing capacity meets normal usage requirements, with no hazardous points, ensuring the safety of the building structure.
B Grade: The structural bearing capacity generally meets the requirements for normal use. Some structural components are in a dangerous condition, but they do not affect the main structure, and basically satisfy the requirements for normal use.
C-Level: Certain load-bearing structures do not meet the requirements for normal use, with localized hazards present, forming local dilapidated buildings, generally requiring reinforcement or partial renovation.
D-Rating: The load-bearing structure cannot meet the normal usage requirements, and the entire building is experiencing dangerous conditions, constituting a dangerous building. Generally, it should be demolished as a whole.
