The housing quality inspection unit should, in accordance with national and local regulations and standards, conduct housing quality inspections objectively and fairly.

2. By means of data investigation, on-site surveys, and other detection methods, we understand the basic structural conditions and foundation forms of the inspected buildings, as well as their usage and renovation history. This information provides essential data for the design and construction of construction projects.

3. Conduct on-site inspections and record the condition of the house and its附属 facilities prior to construction. Detail the condition through written descriptions, illustrations, and photographs, which will serve as a basis for comparison against the post-construction condition of the house.

4. Measure the initial deformation conditions such as the edge line inclination and horizontal height differences of the building, as a basis for comparison of the building's deformation after the construction of the engineering project.

5. Investigate the relative positioning of the proposed construction project and the inspected houses, the construction plan, progress, and protective measures for surrounding buildings. Conduct and analyze the vulnerable points of the inspected house structure, propose precautions during construction, and provide references for optimizing the construction plan.

6. Set up settlement monitoring points for buildings, place crack monitoring points at critical locations of the buildings, measure the initial values of the settlement and crack monitoring points, and determine the monitoring frequency as well as the alarm thresholds for settlement and cracks.

7. A comprehensive inspection of the condition of the houses should be conducted. In cases where it is not possible to inspect the interior of residential buildings due to objective constraints, the number of households inspected should not be less than 30%, and the distribution should be representative.

Before construction, the inspection unit shall inform the owner of the inspected property of the submitted inspection report, and it must be confirmed by the owner of the inspected property.
