The allocation of aviation routes should be clearly and simply based on the specific navigation conditions of rivers, lakes, reservoirs, and reservoirs, indicating safe, economical, and convenient channels for vessel navigation.

Ensure effective integration between shoreline and floating buoys when distributing navigation aids, so that each mark plays a significant role. Since shoreline buoys are reliable and factors causing failure due to natural influences are fewer compared to floating buoys, it is important to make full use of shoreline buoys. When setting shoreline buoys, the specific safety navigation distance (commonly referred to as the effective range) for each river area should be determined, starting from the waterline mark at the buoy location.

When setting side buoys, ensure that there are no obstructions less than the maintenance or sounding depth within the straight line connecting adjacent buoys on the same side of the channel or adjacent buoys and shore markers, as specified for safe navigation distances. Under specific conditions, safe navigation distances for certain buoys and waterway beacons may also be prescribed, starting from the respective beacon locations.

Water depths at the locations of side buoys can be uniformly adjusted according to different maintenance depths during various water levels. During the rising water level period, the placement of side buoys should be appropriately widened to ensure maintenance depth. In the falling water level period, the channel width can be gradually narrowed while maintaining the maintenance depth. The navigable range along the river channel of the deep channel section is generally twice the standard channel width. If the width of the channel along the bank is less than twice the channel width, side buoys must be set on the side nearest the navigational hazard to mark the channel limits. Along river sections with wide water surfaces, the navigable range along the bank can be widened, but not exceeding one-third of the average width of the dry season river surface. During the flood period, the river surface widens, with increased depth and flow rates, so it is necessary to mark submerged riverbanks, islands, and other navigational hazards, and promptly open up economic channels.

During low water periods, navigational buoys should accurately indicate channel directions, pay attention to marking the contours of shallow water channels, and reveal the depths of shallow water channels. When there are rapid fluctuations in water levels, buoys should be adjusted promptly, ensuring that shoreline markers are not too far, too high, or submerged in water. In tidal river sections, buoy placement should ensure that the revealed channels have sufficient depths below the specified datum level, and attention should be given to the turning range of floats during changes in tidal currents. In lakes, reservoirs, and other wide water bodies, position markers should be appropriately placed on islands, shallow areas, reefs, and navigable river mouths for vessel positioning or determining navigation directions. In waterway regions, emphasis should be placed on marking river mouths, lake mouths, prominent shore tips, and winding shore shapes, and navigation directions should be indicated at tributary river inlets.
