6. Shanghai Local Standard:沪公技防(2008)0013 No. Basic Technical Requirements for High-Voltage Electronic Pulse Detectors Used in Security Projects in the City. The plan for item 2 is to be completed in the form of item 4. The outcome of the plan for item 1 is currently unknown.

China's standard policy is to adopt internationally recognized advanced standards equivalently. In the field of electrical equipment, China primarily adopts the International Electrotechnical Commission (IEC) standard 60335-2-76/EN3350-2-76-1998 equivalently.
2. The IEC/EN standards are predominantly established by developed countries, partly due to the creation of technical barriers to trade. Many clauses are very strict. In the case where the GB national standards are equivalent to EC standards, relevant departments often relax the standards due to limitations in Chinese manufacturers' technical capabilities or the need to reduce costs, but the overall framework remains within IEC60335-2-76/EN3350-2-76-1998. It's just that certain technical specifications are not more strictly defined.
3. To protect local interests or industry and departmental interests, both central and local departments have established a series of industry or local standards. These standards vary in terms of the standard system, technical requirements, interest orientation, and market protection. This discrepancy is also evident in the field of electronic fence standards. Firstly, the majority of current standards refer to international standards. GB4706.91-2008 strictly adopts IEC60335-2-76, while GB/T7946-2008, although formally referencing IEC60335-2-76, still exhibits a significant technical gap.
