However, the issues that have emerged are that some scrap recycling sites are operating with illegal constructions, haphazardly disposed废旧 items, tangled electrical wiring, and open fires cooking within the scrap heaps, posing fire hazards; some are also operating without licenses, exceeding their business scope, and even engaging in the buying and selling of stolen goods. The existence of these unregulated scrap recycling sites gives off an impression of "dirty, disorganized, and shoddy," which has already affected the quality and order of citizens' lives, threatening public safety. Therefore, it is imperative to regulate the operation of scrap recycling businesses.
To address this, relevant departments must establish long-term management mechanisms and strengthen supervision. On one hand, the education of practitioners must be enhanced to improve their professional ethics and fire safety awareness, and to ensure effective fire safety prevention measures. On the other hand, a multi-departmental joint management mechanism should be established, with cooperation among departments such as industry and commerce, public security, environmental protection, urban construction, and health. These departments should work together to manage comprehensively, regularly inspect and rectify waste recycling sites, and establish green and civilized waste recycling stations, ensuring they truly benefit the public.
