What is the qualification recognition of inspection and testing institutions?CMA (formerly Measurement Certification)

The National Certification and Accreditation Administration and provincial quality and technical supervision departments (market supervision and administration departments) evaluate and license the basic conditions and technical capabilities of testing and inspection institutions in accordance with relevant laws, regulations, and standards, as well as technical specifications.This certification applies to all product quality supervision and inspection institutions and other types of laboratories that issue fair data to society, such as various product quality supervision and inspection stations, environmental testing stations, disease prevention and control centers, etc. Inspection institutions that have obtained a laboratory qualification certification are permitted to use it on their inspection reports.CMA Mark; Inspection reports with the CMA mark are applicable for product quality assessment, achievements, and judicial authentication, holding legal efficacy.

Two:Why go through the certification process for inspection and testing institutions?

Legal Requirements:"Measurement Act" Specifically definedA product quality inspection institution providing authenticated data for the society must pass the examination of its metrological verification and testing capabilities and reliability by the provincial or above metrological administrative department in charge.。《Regulations for the Implementation of the Metrology Law of the People's Republic of China》Article 32 Product quality inspection institutions providing notarized data for the society must undergo laboratory qualification recognition by provincial or higher metrological administrative departments.  Section 33 Content of Laboratory Accreditation for Quality Inspection Institutions: (1) Performance of metrological calibration and testing equipment (II) Working environment for metrological calibration testing equipment and the operational skills of personnel. Measures to ensure uniformity and accuracy of values, along with a management system for fair and reliable testing data. Section 34 Upon submission of a laboratory qualification application by the quality inspection institution, the metrology testing institutions under the provincial or higher metrology administrative departments or authorized technical institutions shall assess according to the provisions of Article 33 of these regulations. Upon passing the assessment, a provincial or higher people's metrology administrative department accepting the application shall issue a laboratory qualification certification. Those without a laboratory qualification certification are prohibited from conducting product quality inspections. Article 35 State-level and above metrology administrative departments have the authority to supervise and inspect the product quality inspection institutions that have been qualified for laboratory accreditation, in accordance with the provisions of Article 33 of these regulations.  Article 36 A quality inspection institution that has obtained a laboratory qualification certification shall apply for individual laboratory qualification certification in accordance with the relevant provisions of these regulations when adding new inspection items.Data issued without laboratory accreditation is not legally valid.
