In the Resolution of the New Approach to Technical Harmonization and Standards (85/C136/01) of May 7, 1985, it has a specific meaning as the "core requirement" necessary for the formulation and implementation of directives, which is limited to fundamental safety requirements concerning the safety of products for humans, animals, and goods, rather than general quality requirements. Harmonization directives stipulate only core requirements, while general directives require the task of standardization. Compliance with the core requirements of relevant directives allows for the affixing of the CE mark, without the need for adjudication based on the general quality provisions of relevant standards.
Products marked with the CE symbol, using the abbreviation, indicate that they meet the essential requirements of relevant European directives and serve as proof that the product has passed the corresponding conformity assessment procedures and/or the manufacturer's declaration of conformity, effectively becoming a pass for the product to be sold in the European Union market.
In regards to directives requiring industrial products to bear the CE mark, those without the CE mark are prohibited from being sold on the market. Products that have been marked with the CE mark and enter the market must meet safety requirements; if they do not, they must be recalled. Continuous violations of the directive regarding the CE mark will result in restrictions or bans on entering the EU market or forced withdrawal.
