CB Certification Overview
The IECEE-CB Scheme is a global recognition system for electrical product safety test results established by the International Electrotechnical Commission (IEC) and its电工产品合格检测与认证组织 (IECEE). Based on the IEC safety and electromagnetic compatibility (EMC) standards approved by IECEE for related electronic and electrical equipment, the CB Scheme has achieved mutual recognition of test results for 19 major categories of electrical products, including batteries, household appliances, information technology equipment, and electrical equipment. Currently, 54 countries worldwide are members of the CB Scheme.
CB System Member States
The IECEE-CB Scheme is a successful multilateral mutual recognition system for electrical product IEC conformity assessment operated by the International Electrotechnical Commission. It currently has 54 member countries (Argentina, Australia, Austria, Bahrain, Belarus, Belgium, Brazil, Bulgaria, Canada, Colombia, Croatia, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, India, Indonesia, Ireland, Israel, Italy, Japan, Kenya, South Korea, Libya, Malaysia, Mexico, the Netherlands, New Zealand, Norway, Pakistan, Poland, Portugal, Romania, Russia, Saudi Arabia, Serbia, Singapore, Slovakia, Slovenia, South Africa, Spain, Sweden, Switzerland, Thailand, Turkey, Ukraine, United Arab Emirates, United Kingdom, and the United States) and over 60 participating certification bodies in the CB System. The aim is to provide a "one test, one certificate" conformity assessment model to reduce technical barriers to trade. Members mutually recognize CB test reports and certificates as the basis for certification.

Why Apply for a CB Test Certificate?
Firms that obtain the CB Test Certificate are beneficial for exporting electrical products used in homes, offices, workshops, and similar locations, as these products "directly involve personal safety." In some countries, mandatory certification is enforced, meaning that only after obtaining the country's certification certificate can these products be exported to and sold in that country. Even in countries without mandatory certification, consumers are willing to purchase certified products with certification marks for their own safety.
Therefore, large department stores also only sell certified products, which are priced higher than non-certified ones, as evidenced by the electric tools sold from the mainland to Hong Kong merchants. They charge an additional 2 dollars per unit for products with a CB certificate compared to those without certification. Certified products ensure user safety, are easier to sell, and command a higher price. Moreover, companies selling non-certified products also bear the risk of compensation for losses. If a product is found to cause harm to consumers' physical or property, the company is liable for compensation. Such incidents can have adverse effects on our country's reputation in the international market, making it difficult to find customers for these products in international trade. Consequently, not only are financial losses incurred, but credibility is also compromised.

Application for CB Certification
Applications for the CB Certificate can be made through two procedures to obtain the certification.
1) The product has obtained the CB test certificate, and the CB test report accompanying the certificate can be used to apply for the certification of compliance in the importing country.
2) Since the product did not obtain the CB test certificate, the applicant must directly apply for the national certification of compliance in the importing country. Firstly, the applicant must send the required number of samples to the country's testing laboratory as specified by the national certification authority of the importing country for testing, and also pay for the testing fees.
Following successful sample testing, the national certification body of the country will dispatch an inspector or delegate a testing station in our country to review the quality assurance capabilities of the applicant company. Upon passing the review, they can obtain the country's certification of compliance, use their logo. If the process is adopted, the applicant only needs to send the obtained CB test certificate and CB test report (accompanied by the test results of the country's proposed discrepancies) to the national certification body of the country. No need to send samples or send only a few samples for verification; the test results can be recognized. If the national certification body of the country finds the factory's quality assurance capabilities to be in compliance, they can obtain the certification of compliance and use the logo of the country's certification body.

Important Notes for CB Certificate Application
Fill out the CB Test Certificate application form in English (typed).
2. The English name of the Electrical Product Certification Committee should be filled within the four small black dots on the upper right corner of the first page of the application form.
3. Please ensure the application date is clearly filled out.
4. If the applicant and the manufacturing facility are the same entity, fill in the same name and address in the respective fields.
5. In the section for components used in the complete machine that have obtained a CB test certificate, if applicable, please fill in the component name and its CB certificate number.
6. The legal representative signs the document, with the legal representative's name typed in Chinese Pinyin, followed by the legal representative's personal signature.
Please inform us of the countries to be considered for inclusion in the report when applying for CB certification, so that the relevant national differences can be taken into account during testing.
Can CB certificates be revoked?
Members should declare their recognition of the IEC standards adopted by the IECEE when applying to become members of the CB Scheme as a CCB, and specify the national differences (if any) within the recognized standards. When a CB Test Certificate has been revoked, the certifying national certification body must notify the CCB Secretary promptly and provide the reasons for the revocation. The CCB Secretary must inform the manufacturer and all national certification bodies participating in the CB scheme regarding the revocation of a specific CB Test Certificate, along with the reasons for the revocation. Each relevant national certification body may decide independently whether to withdraw any national certification or recognition made based on that CB Test Certificate.
