According to the National Radio and Television Administration's website on the 27th, the Administration released the "Technical Requirements for Cable Television Services" (hereinafter referred to as "Requirements") on the 21st, which clearly states that cable television terminals should offer two "Boot-up Modes" including "Boot to Full-Screen Live Broadcast" and "Boot to an Interactive Homepage that Highlights Live Channels," with the default system setting being "Boot to Full-Screen Live Broadcast."
Notably, for those who opt into the interactive homepage boot mode, the default focus should be on the live streaming window, and if there is no user interaction within 20 seconds, the stream should automatically switch to full-screen mode.
The requirement states that the boot-up time for cable TV intelligent set-top boxes should not exceed 35 seconds. The boot-up screen time for cable TV terminals should not be extended due to the playback of boot-up advertisements or other specific content.
The requirements also state that clear prompts and operational instructions should be provided on the user interface for operations such as ordering or unsubscribing from services, along with explicit steps for confirming or canceling payments. "One-click payment" options should not be set up. For any service's periodic or continuous deductions, users should be explicitly and proactively prompted before the deduction occurs.
The newly issued requirements specify that the boot time for internet TV applications should be less than 3 seconds and not exceed 5 seconds. The interactive homepage should feature a prominent and convenient business section entry, with the number of operations from the default focus on the interactive homepage to the business section entry not to exceed 3 times.
For advertising services, the startup advertisement time for internet TV applications must be included within the total startup time of the internet TV app. If advertisements are displayed during the startup process of the internet TV application, the startup time must still comply with the specified application startup time requirements. Additionally, pop-up advertisements should not be set on the interactive homepage.
