Details Introduction
After a vehicle is water-damaged, should it be directly scrapped or filed for insurance claims? First, many people have a misconception about this. Not all flooded vehicles can be directly scrapped. Whether a damaged vehicle is scrapped is evaluated by the insurance company's assessment institution. When the vehicle's loss reaches 70% or more of its actual value, such losses are generally deemed scrap.
If the vehicle is to be scrapped, all this information must be disposed of. Many car owners believe the vehicle is already scrap, and it's not worth it to be fined for that. At this point, many owners opt to simply discard the vehicle, rather than go through the formal scrapping process. Some friends even think of "better" ways, disposing of the vehicle as scrap metal, which is convenient and also brings in some income. In reality, these methods are not advisable. Disposing of vehicles haphazardly is not only unattractive but also adds to others' workload.
Any vehicle that fails inspection will be scrapped, but this probability is low since most cars typically have a six-year lifespan, and by the seventh year, the car's life can be said to have just passed halfway. Therefore, it's unlikely to see a failure at this point. After the eighth year, as long as regular maintenance is performed, it's still unlikely to fail inspection. The third point is the failure to undergo annual inspections on time. Some may question this, as failing to inspect on time doesn't necessarily mean the car has issues; perhaps the owner simply forgot. How can one's vehicle be scrapped just because of a delay in inspection? That's not fair to the owner. However, in reality, there's no fairness involved in such matters. If you fail to undergo annual inspections, regardless of the reason, it's seen as a sign of vehicle issues by the vehicle administration office, and this can also lead to the vehicle being scrapped.
For a long time, there was a mandatory scrapping policy for private cars, which was quite distressing for many car owners who cherished and maintained their vehicles. Although there's no scrapping system now, vehicles must pass inspections to legally be on the road. For instance, private cars with over 600,000 kilometers are subject to guided mandatory scrapping, but few private cars reach that mileage unless driven extensively by enthusiasts. So, there's no need to worry about this. Another issue is vehicles that haven't been inspected annually; if they exceed the inspection period for too long, they'll be forced to be scrapped. New cars that have been in use for 6 years must undergo roadworthiness inspections. The purpose of these inspections is clear: to ensure that the vehicle's emissions, power, lighting, etc., meet current standards for safe operation. If they fail, the owner must fix or address the issues, then re-inspect the vehicle. For vehicles that cannot pass inspection despite repairs, they will be forcibly scrapped.
The starting date of the vehicle's usage年限 is calculated based on the registration date, but for vehicles that have not been registered within 2 years of their manufacture date, the calculation is based on the manufacture date.
Article 6: Motor vehicles subject to changes in usage nature or transfer of registration shall determine their service life and scrapping in accordance with the following relevant requirements:
(1) For passenger vehicles used for operation converted to non-operational passenger vehicles, or vice versa, they shall be scrapped in accordance with the regulations for operational passenger vehicles. However, for small and micro non-operational passenger vehicles, and large non-operational sedans converted to operational passenger vehicles, the cumulative service years shall be calculated based on the formulas listed in Attachment 1 of these regulations, and shall not exceed 15 years.
(II) Interconversion between different types of passenger-carrying vehicles is subject to stringent regulations based on service years, leading to scrapping.
(3) For small and micro rental passenger cars and motorcycles that need to be transferred out of the province, autonomous region, or direct-controlled municipality where they are registered, strict regulations based on the years of use apply for scrapping.
(4) Trucks, semi-trailers, and other cargo vehicles that are converted between each other shall be scrapped in accordance with the regulations for transport trucks and semi-trailers.
