Out-of-town companies looking to bid in Shanghai must obtain an entry permit; non-Shanghai-registered firms signing contracts and taking on Shanghai projects must also obtain an entry permit.

Out-of-province enterprises applying for Shanghai registration need the following documents:

1. A copy of the business license, stamped with the red official seal

2. Copy of the Production Safety License, with a red official seal stamp

3. Digital Certificate (Legal Person One-Card Access U-Token)

4. Duplicate copies of qualification certificates, stamped with a red official seal

5. Copy of the Organization Code Certificate, stamped with a red official seal

6. Copy of the legal representative's ID card

Original Power of Attorney Document

8. Copy of the ID card of the person in charge in Shanghai, as authorized by the legal representative

9. Copy of office lease agreement or property in Shanghai, if available
