Construction sites must be surrounded by continuous, enclosed fences as required by regulations; safety protection facilities should also be set up for multi-story and high-rise buildings. The height of fences set along main urban roads, scenic roads, and squares at airports, docks, and train stations must not be less than 2.5 meters. For fences on other road sections, the height must not be less than 1.8 meters.

At municipal engineering project sites, fencing can be set up in sections according to the progress of the project or uniform continuous fencing facilities can be used as per regulations. Construction units are prohibited from stacking construction materials, waste, and construction debris outside the site fencing. In areas temporarily occupied with approval, materials or machinery and equipment should be stored and unloaded strictly within the approved land area and usage nature, and fencing higher than 1 meter should be set up around the temporary area.
3. On construction sites with conditional access, prominent banners reflecting the company spirit and the era's style can be hung around the perimeter walls, dormitory exterior walls, and other areas.
