In accordance with the requirements of the "Opinions on Deepening the Reform of Management Systems in the Electronic and Electrical Industry" (Guobanfa〔2022〕31) issued by the General Office of the State Council, the Market Supervision Administration has decided to implement mandatory product certification (CCC certification) management for lithium-ion batteries and battery packs, mobile power supplies, and power adapters/chargers for telecommunications terminal products (hereinafter collectively referred to as newly included products). The relevant requirements are hereby announced as follows:
Starting August 1, 2023, the certification body will begin accepting applications for the new products subject to the CCC certification. Certification will be conducted in accordance with the "Implementation Rules for Compulsory Product Certification of Information Technology Equipment" and the applicable standards listed in the attachments. As of August 1, 2024, products that have not obtained a CCC certification certificate or marked with the certification logo are prohibited from being manufactured, sold, imported, or used in other business activities. A separate announcement will be made for the list of certification bodies and laboratories for the newly included products.
For the scope definition of the newly included products under the CCC certification, please refer to the attachment. Currently, the CCC certification is being initiated for lithium-ion batteries and battery packs used in portable electronic products; for lithium-ion batteries and battery packs used in other electronic appliances, the CCC certification will be implemented at an appropriate time as conditions mature.
Due to the mandatory enforcement of GB31241-2022 "Safety Technical Specification for Lithium-ion Batteries and Battery Packs Used in Portable Electronic Products" starting January 1, 2024, certification bodies are conducting CCC certification for related products in accordance with this standard to reduce the cost for enterprises to obtain certifications.
Certification bodies and laboratories should actively utilize existing qualified assessment results, provided that certification risks are controllable and the quality of certification is ensured, to alleviate corporate burdens and facilitate the certification process for enterprises.
