The "Technical Specification for Glass Façade Engineering" JGJ102-96, Article 12.2.2 stipulates: "One check should be conducted on the façade one year after the completion of the glass curtain wall, with subsequent checks every five years; for tensile membrane façades, a prestress check should be carried out six months after completion, followed by checks every three years; after ten years of use, structural sealant adhesion performance sampling checks should be conducted on different parts of the curtain wall, with subsequent checks every three years." The "Technical Specification for Metal and Stone Façade Engineering" JGJ133-2001, Article 9.0.3 states: "During normal use, the entity using the façade should conduct a check every five years. Inspections should be made on panels, sealing strips, sealing gaskets, and silicone structural sealants."

The original notice issued by the former Ministry of Construction on the "Management Measures for Safety Maintenance of Existing Building Facades" (Document No. JZG2006[291]) stipulates in Article 15: "When one of the following situations occurs in the existing building facade, the person responsible for safety maintenance shall actively entrust a safety assessment. (1) Abnormal deformation, detachment, or explosion of panels, connecting components, or local walls; (2) Damage caused by natural disasters or sudden accidents such as typhoons, earthquakes, lightning strikes, fires, and explosions; (3) Existence of safety hazards in the main structure of the relevant building detected and assessed. Generally, a safety assessment should be conducted every ten years after the facade project is handed over for use after the completion and acceptance inspection."

2015, the Ministry of Housing and Urban-Rural Development and the General Administration of安全生产监督管理 issued the "Notice on Further Strengthening the Safety Protection of Glass curtain walls" (No. Jianbiao [2015] 38) Article 3 stipulates: "(ii) Enhance maintenance and inspection of glass curtain walls. After the curtain wall is handed over for use one year later, the construction unit shall inspect the safety of the curtain wall. The safety maintenance person in charge shall, in accordance with regulations, conduct special inspections of existing glass curtain walls. After natural disasters such as hail, typhoons, lightning strikes, earthquakes, or in the event of emergencies such as fires or explosions, the safety maintenance person in charge or the technical unit authorized by them, with the corresponding qualifications, shall promptly inspect the glass curtain walls of buildings that may have been damaged and carry out timely repairs for potential safety hazards. (iii) Timely assess the safety performance of glass curtain walls. When glass curtain walls reach the designed service life, the safety maintenance person in charge shall entrust a unit with the corresponding qualifications to assess the safety performance of the glass curtain walls. If renovations, reinforcement, or demolition are required, a unit with the corresponding qualifications shall be entrusted to implement them. (iv) Strictly regulate maintenance and reinforcement activities of glass curtain walls. Structural repairs and reinforcement of glass curtain walls must not alter the structural components arbitrarily. Structural calculations and reinforcement plans must comply with national standards and specifications; for those exceeding technical standards, safety technical arguments shall be conducted. After the completion of structural repair and reinforcement projects for glass curtain walls, the owner, the safety maintenance unit, or the unit responsible for daily maintenance and management shall organize inspections."

Pursuant to the aforementioned regulations, after the building curtain wall project has been handed over for use following the completion and acceptance inspection, the following situations for curtain wall buildings require safety performance testing and assessment:

Lack of corresponding curtain wall specifications and standards during design and construction.

2. Not designed, constructed, or inspected in accordance with the current regulations and standards.

3. Concerns regarding the safety of curtain walling due to incomplete technical and warranty documents.

4. Panels, support structures, connecting components, or sections of wall panels exhibiting abnormal deformation, displacement, detachment, cracking, or where a safety incident has occurred.

5. Damage caused by natural disasters such as typhoons, earthquakes, lightning strikes, fires, explosions, or other sudden incidents exceeding the designed load capacity.

6. Continued use beyond the designed service life or neglect of maintenance over time.

7. Structural components of the building have been inspected and certified to have safety hazards.

8. Facade curtain walls requiring major repairs or renovation.

9. After completion, acceptance, and delivery for use, safety inspections and appraisals are to be conducted every ten years,原则上.
