According to the China Securities Journal, the Ministry of Agriculture and Rural Affairs announced on July 14 that in order to implement the spirit of the Central No.1 Document and the relevant arrangements of the "National Plan for the Construction of Modern Agricultural Facilities (2023-2030)", it will accelerate the improvement of cold chain logistics facilities at production sites. The Office of the Ministry of Agriculture and Rural Affairs issued a notice to continue enhancing the construction of cold storage and preservation facilities for agricultural products at production sites. The notice specifically states that a batch of innovative models for the operation of agricultural product cold chain logistics will be developed.

(1) Enhance the network of产地 cold storage and preservation facilities. Centered around key towns and central villages, support relevant entities to reasonably construct ventilation storage warehouses, mechanical cold storage facilities, controlled atmosphere storage warehouses, pre-cooling systems, and supporting equipment based on the actual needs of industrial development. We are promoting the downward extension of cold chain logistics service networks into rural areas. We are encouraging and guiding postal express, supply and marketing cooperatives, e-commerce, and commercial circulation entities to leverage their existing circulation network advantages to enhance the functionality and service capabilities of cold chain logistics facilities. This includes optimizing on-farm collection, trunk and branch transportation connections, and rural express delivery, thereby extending the cold chain logistics service network into rural areas and creating a new two-way cold chain logistics channel for agricultural products going up and fresh consumer goods going down. We are also advancing the digital and intelligent construction of practical cold storage and preservation facilities, improving the informatization level of cold chain logistics at the production source.
(3) Cultivate a group of agricultural product产地circulation entities. Take full advantage of policies such as high-quality farmer cultivation and training for rural practical talent leaders. Focus on entities operating cold storage and preservation facilities, and adopt various forms including classroom teaching, on-site teaching, and online teaching to cultivate a batch of suppliers with capabilities in organizational supply, post-harvest processing, and cold chain circulation. Advance the agricultural brand development strategy, leveraging the advantages of cold chain facility networks and sales channels. Through organized, intensive, and standardized cold chain circulation, enhance the aggregation, quality control, and commercial processing capabilities of agricultural products. Create a range of regional public brands, corporate brands, and product brands.
Four) Innovate a series of cold chain logistics operation models for agricultural products. Relying on the cold chain logistics facility network at the production source, encourage operating entities to strengthen cooperation with cold chain logistics companies, and jointly build and share, engage in cooperative joint ventures, and form networks with complementary support to collectively address issues such as land and power usage, facility配套, and high-efficiency operations; enhance the direct cold chain logistics service capabilities from production source to destination, improve supply chain organization capabilities, promote the direct supply and direct sales circulation model from production source to destination, and help solve the "difficult to sell" issue of agricultural products in poverty-stricken areas; and conduct the processing of fresh and pre-prepared dishes, providing direct supply and direct distribution services to terminal large clients such as catering companies and schools.
