What documents are required for a newly established enterprise to apply for qualifications?
Inclusive of the Corporate Legal Person Business License, Application Form for Qualification of Construction Enterprises, Corporate Articles of Association, appointment documents for the legal representative and technical, financial, and operational responsible persons, professional certificates, project manager qualifications for the enterprise, and professional titles for engineering and economic management personnel, as well as other relevant documents and materials required, such as the capital verification report.
What are the proof materials for construction qualification and engineering achievements? Which units require seals?
Each project performance should provide corresponding completion certificate materials, as well as project completion (handover) acceptance documents or quality assessment certificates issued by relevant departments. For overseas projects, the authenticity verification documents issued by the commercial departments of the diplomatic missions abroad should also be included.
The completion acceptance documents must include the seals and signatures of the units and personnel involved in the acceptance, the contents of the acceptance, the conclusion of the acceptance, and the acceptance time. For the first-time application (i.e., enterprises without construction business qualifications applying for such qualifications) or for an additional application (i.e., enterprises already possessing construction business qualifications applying for additional categories of such qualifications), they should apply from the lowest level.
Firms applying for qualification upgrades (i.e., enterprises that already hold construction industry qualifications applying for a higher-level qualification in the same category) are not subject to age restrictions; however, they must apply for the upgrade in successive levels.
What is the qualification application channel for construction engineering enterprises?
Corporations must apply to the provincial Department of Housing and Urban-Rural Development at the location of their business registration. For enterprises directly supervised by the State-owned Assets Supervision and Administration Commission of the State Council and their subsidiaries, they may apply for engineering survey qualifications, engineering design qualifications, and construction enterprise qualifications directly to the Ministry of Housing and Urban-Rural Development.
