Next, let's discuss the documents required for battery exports?
With the development, an increasing number of Chinese products are venturing out and facing the world. Ocean shipping is one of the pathways for Chinese products, manufactured or created in China, to reach the global market. In recent years, more and more batteries have been exported from China to various parts of the world. However, batteries fall under strict export controls by customs both domestically and internationally. Many clients are unaware of the documentation required, the necessary documents to provide, the procedures to follow, and the issues to be mindful of for battery ocean shipping exports.
I. Documents Required for Battery Ocean Shipping Export Shipment
1. Bill of Lading
2. Entry and Exit Packaging Performance Inspection Form (copy) and Entry and Exit Dangerous Goods Transportation Packaging Usage Form (original)
3. Chemical Safety Data Sheet (MSDS)
4. Customs Declaration, Power of Attorney for Customs Declaration, Contract, Application for Inspection and Quarantine, Packing List, Export Goods Clearance Certificate
Section II: Battery Marine Shipping Requirements
Batteries must comply with UN 38.3 testing requirements and undergo a 1.2-meter drop packaging test.
2. All outer packaging must display the 9-category labels with UN number.
3. Its design ensures prevention of cracking under normal transportation conditions, and is equipped with effective measures to prevent external short-circuits and protection for the electrical components.
4. Robust outer packaging required; batteries must be protected against short-circuiting and must be prevented from contacting conductive materials that could cause a short-circuit within the same package.
5. Additional requirements for transporting batteries installed in equipment:
① Equipment should be secured to prevent movement within the packaging, and the packaging method should prevent accidental activation during transportation.
② The outer packaging should be capable of, or achieve through the use of an inner lining (such as a plastic bag), unless the inherent characteristics of the equipment's construction already provide the required properties.
6. Lithium-ion batteries should be loaded on pallets to prevent intense vibrations during handling. Corner protectors should be used on all vertical and horizontal edges of the pallet.
7. Lithium-ion batteries must be secured within the shipping container; the method and strength of securing should comply with the requirements of the importing country.
In the United States, there are organizations such as the Association of American Railroads, the American Association, the North American Management Authority, the Federal Motor Carrier Safety Administration, the United States Coast Guard, and the U.S. Department of Transportation's regulations for the 9th type of shipping containers (including the American strengthening method and relevant provisions in the "Maritime Transportation Regulations"). If the shipper neglects or improperly strengthens the container, it may be seized at the destination port, resulting in additional costs such as terminal operation fees, storage fees, rehandling fees, and re-strengthening charges.
8. North American export requires affixing 9-category labels at specified positions around the container
Export packaging is available in two methods:
1. Shippers are responsible for delivering the goods to the warehouse for loading. They must deliver the goods to the freight forwarder's designated warehouse within 3 days prior to the vessel's departure.
2. Upon arrival at the factory for packing, the shipper must prepare the goods in advance. After the goods are packed, it is mandatory to affix a large hazard sign around the container. If the contents could potentially contaminate the ocean upon leakage, an ocean pollution mark must also be applied, and photographic evidence should be taken.

I. Battery Transportation Packaging Requirements
These batteries are transported in compliance with the restrictions outlined in the packaging instructions within the regulations (DGR 4.2 applicable), without exception. They are packaged in UN specification packaging as specified by the DGR rules, with the corresponding identification numbers fully displayed on the packaging.
2. Packaging meets requirements, with labels indicating the correct shipping name and UN number, as well as a Class 9 hazard label.
3. Shippers must complete the declaration form; provide the corresponding hazardous package; and offer proof of transport from the three authorized bodies, indicating compliance with standards (including UN38.3 testing, 1.2-meter drop test on packaging).
