What is the CPSA?

It establishes voluntary standards for producers and enforces mandatory standards or bans for products without existing standards. It conducts inspections on potentially hazardous products and provides feedback to consumers through various channels, including media, state, local, and individual or group organizations.

What are the necessity and function of CPSIA certification?

The CPSC now oversees the safety monitoring of over 15,000 consumer products. CPSC regulations involve collecting safety data on products, alerting customers to the dangers, and providing ways to mitigate risks. These rules apply to handling electronic oscillations, fires, and other safety hazards. They also pertain to products involved in litigation. Manufacturers, importers, distributors, and retailers must submit written reports for unsafe products tested, and only products with safety labels are permitted to enter the market.

Products regulated by the CPSC cover more than 1,500 categories, primarily including household appliances, children's toys, and other consumer goods used in homes, sports, and schools. However, products such as vehicles, tires, and ship food are not within its jurisdiction.

For example, in the case of children's toys, the inspection items include: flame retardancy, disassembly properties, etc., to evaluate the existing or potential hazards and risks of children's toys to prevent injury to children. This inspection is not to make it difficult for businesses, but to be responsible to consumers; it checks not the production quality of the company, but the safety of the product in use.

III. CPSC Standards and Certification Process

The standards and regulations set by the CPSC are very detailed. For instance, the safe use of refrigerators considers scenarios where children might climb inside and whether they can safely exit; the safe use of lighters takes into account whether children under 5 can light them and whether they can burn children. Safety issues related to motor vehicles and assistive devices for the disabled are not within its jurisdiction; other specialized agencies are responsible for these.
