3. Waste truck recycling companies purchase waste trucks upon presentation of the "Motor Vehicle Scrapping Certificate" and issue a "Waste Truck Recycling Certificate" to the owner of the waste truck.

5. Waste truck recycling enterprises shall register each recovered waste truck individually.
