Answer: To standardize the construction围挡scope and on-site arrangement for the Shijiazhuang Metro Project, the City Rail Office has compiled the "Construction Project Safety and Civilization Standards" and formulated the "Principles and Standards for Temporary Land Use in Shijiazhuang Urban Rail Transit Engineering." This standard was proposed following a survey of construction in metro cities across the country by the design institute and has been verified by metro experts and traffic management departments.

According to the "Guiding Principles and Standards for Temporary Construction Land Use" and the "Safety and Civilization Standards for Construction Projects," temporary construction land is essential for the normal organization of construction activities. It is divided into production areas and office dispatch areas. The main production units in the production area include: internal roads, washing bays, material storage yards, rebar processing areas, concrete mixing stations, soil collection pits, segment storage yards, machine repair shops, electrical workshops, charging rooms, warehouses, woodworking shops, etc. The main production units in the office dispatch area include: duty rooms, dispatch centers, security rooms, standard breeding rooms, restrooms, and more.

Construction Bounding Standards: The minimum width of the station bounding is 33 meters, including a fire lane of 3 meters, a foundation pit of 23 meters, and a single-side sidewalk of 7 meters. The minimum length of the station bounding: for standard stations, it is 285 meters; for shield stations, it is 305 meters; and for rail laying bases, it is 335 meters. Currently, compared to other cities, the Shijiazhuang Metro's bounding is already limited to the minimum range, aiming to minimize the impact of metro construction on urban traffic. However, due to the bustling commercial area along Zhongshan Road and the relatively narrow roads, traffic pressure remains very high. We kindly ask all citizens for their understanding.

Why Can't We See Construction Progress?

Determined by the characteristics of subway construction

Q: After the full-scale launch of the subway construction, the progress is quick, but why can't we see any signs from the outside of the perimeter fence?

Answer: This situation is determined by the nature of the subway engineering project itself, with most of the work being carried out underground, while only a small amount of auxiliary work is above ground, such as entrances and exits, ventilation towers, and cooling towers. Currently, the mechanization level of subway construction is very high, with most work being performed by machinery, resulting in a relatively small number of construction personnel.

Following the start of the main station construction, there are no people visible on the hoarding ground level. This is primarily due to the workers performing tasks such as scaffolding assembly, rebar binding, and formwork installation inside the station foundation pit. The absence of people on the ground level does not mean there are no construction personnel. Additionally, the extraordinary construction procedures arranged to ensure the progress of the project and minimize traffic disruption, such as concrete pouring at night.

How to Deal with Traffic Congestion in the Enclosed Road Section

Established Road Repair Mechanism for Damaged Roads

Q: Following the installation of the temporary fencing, traffic congestion is expected to worsen in the short term. What measures and mechanisms has the City Rail Office implemented to address the traffic congestion?

Answer: The first phase of the Shijiazhuang Rail Transit project has fully entered the main construction stage. There will be intermittent traffic congestion in the urban areas for a period of time, with some sections experiencing severe and prolonged congestion. The Municipal Rail Transit Office will further enhance communication and coordination with departments such as the Municipal Traffic Administration Bureau and the Municipal Urban Administration Committee. Based on the progress of the construction and the actual traffic conditions, we will promptly handle relevant matters and fully ensure traffic during the rail transit construction.

Currently, the roads being reconstructed behind the hoarding are all on non-motorized lanes, with a low road standard level and a high rate of damage. In response, with the approval of the municipal government, the City Rail Office and the City Urban Management Committee have established a road repair mechanism. Upon receiving a report of road damage or upon discovering it, the repair team will be immediately dispatched to the scene to address the issue promptly and eliminate the road "wounds" in a timely manner.

The City Rail Office, in collaboration with the City Traffic Management Bureau and public transport departments, conducts on-site inspections of each construction intersection and road section at different times to develop detailed traffic organization plans during construction. Based on the actual subway construction, we refine the construction plans for each station, particularly optimizing the construction plans for key intersections or road sections of subway stations. Adjustments are made to construction methods, such as using cover and excavation techniques and phased enclosures, to minimize the impact of subway construction on traffic. We aim to use night-time excavation and material delivery as much as possible.
