2024 Guangdong Province Special Fund for the Development of Manufacturing Industry (Enterprise Technical Transformation) Project Library Application Support Methods

Scope of Support

The provincial financial special fund for technological transformation primarily supports industrial enterprises (including private, state-owned, central government stationed in Guangdong, Hong Kong, Macau, Taiwan invested, foreign invested, and processing trade manufacturing enterprises) registered and operating in Guangdong with independent legal person status,诚信经营的诚信经营, and legally tax-paying, in implementing projects that are high-end, intelligent, and green, in line with national and provincial industrial policies. These projects must have obtained technical transformation approval documents from the industrial and information technology authorities. It does not support projects of elimination and outdated capacity, or those without energy-saving reviews, or whose energy-saving reviews were not approved, or whose energy-saving review opinions were not implemented. It also does not support enterprises with poor environmental credit ratings or those on the blacklist of "Credit China (Guangdong)" website. Priority is given to the technological transformation projects of pillar industry clusters and emerging industry clusters, as well as their industrial chains and supply chains. It supports the upgrading and transformation of key equipment and components such as 5G modules, intelligent sensors, and network equipment in industrial production and operation. It also supports the technological transformation projects of enterprises in revolutionary base areas, ethnic regions, and civil explosives safety production that meet the conditions, as well as specialized, refined, unique "small giant" enterprises and national manufacturing enterprises that meet the conditions. It also supports the pre-award technical transformation projects for equipment that was completed before March 31, 2023, and had been supported in the 2019 fiscal year. This drives industrial enterprises to expand investments in equipment updates and technological transformation, promotes technological progress and structural optimization and upgrading, enhances enterprise competitiveness, continuously strengthens and optimizes the real economy, accelerates the new industrialization, and drives the high-quality development of the industrial economy.

Post-event Equipment Incentive Program

Support Content

Advance the implementation of equipment upgrades and replacements, support the elimination of outdated equipment, and introduce and purchase advanced equipment (including配套 software such as CAD, CAE industrial software that complements project equipment, etc.), vigorously develop intelligent manufacturing equipment, improve production conditions, promote the digitization of production equipment, enhance the level of enterprise equipment, and increase product quality and labor productivity.

(II) Support Methods and Standards

Qualified enterprise equipment upgrade projects in the Pearl River Delta region (including Guangzhou, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen, and Zhaoqing cities, etc.) will receive incentives of up to 20% of the new equipment purchase amount. For the Guangdong East, West, and North regions (including Shantou, Shaoguan, Heyuan, Meizhou, Shanwei, Yangjiang, Zhanjiang, Maoming, Qingyuan, Chaozhou, Jieyang, and Yunfu cities, etc.), the incentives will be up to 30% of the new equipment purchase amount. The incentive amount for a single project will not exceed 50 million yuan. The support will be原则上 in accordance with the regional subsidy ratio cap, maintaining consistent ratios within the region. The specific incentive ratios will be determined based on factors such as the equipment upgrade amounts of selected projects after competitive evaluations. Projects listed in the database are not equivalent to projects supported by provincial financial funds.

(3) Inventory Requirements

The project is undertaken by industrial enterprises that are registered and operating within Guangdong Province, possess independent legal person status, engage in honest business practices, and pay taxes in accordance with the law.

2. The enterprise's technological transformation project should comply with national and provincial industrial policies and have relevant documents such as filing, approval, or certification from the Ministry of Industry and Information Technology.

3. The equipment investment for the company's technical transformation project and the application for rewards has not received any support from provincial financial funds, nor has it been supported by the special fund for the national industrial and information technology sector.

4. The company's technical transformation project was completed between July 1, 2022 (inclusive) and March 31, 2023 (inclusive), and the completion date fell within the construction period of the project's record certificate. In cases where the record certificate is amended, the company's submission of the amendment shall not exceed the completion date specified in the previous record certificate.

5. The reward project equipment refers to the equipment purchased after the original project registration is approved and up to the completion date (based on the date of valid invoices, excluding taxes), with a maximum duration of 3 years. For projects that have not commenced within 2 years after registration and have applied for an extension, the extension period starts from the date the extension is approved.

6. The fixed asset investment for the project exceeds 5 million yuan, with the total amount of new equipment purchases (excluding tax) for enterprises in the Pearl River Delta region meeting the criteria not less than 7 million yuan; for enterprises in the eastern, western, and northern regions of Guangdong Province, the total amount of new equipment purchases (excluding tax) meeting the criteria not less than 4 million yuan.

7. The investment in the enterprise's technological transformation project is included in the statistics of technological transformation investments as per regulations.

II. Pre-shipment Equipment Incentive Program

Support Content

Pre-award technical transformation projects for equipment supported in the 2019 fiscal year, to be completed by March 31, 2023 (inclusive).

(II) Support Methods and Standards

The Pre-award Technical Renovation Projects for Equipment Supported in the 2019 fiscal year were completed and passed the acceptance inspection within the specified time. The total reward amount is calculated based on the actual total equipment acquisition cost, and the total reward funds received by the project do not exceed the reward quota calculated based on the original planned equipment acquisition amount.

Pre-award incentive program for 2019-supported equipment that is completed and passed the acceptance inspection by March 31, 2023 (inclusive).
