The Women and Children Comprehensive Building is strategically located at the intersection of the modern medical axis along Wenhua West Road and the historical and cultural axis along Shandong University of Traditional Chinese Medicine, Guangzhi Academy, and Baotu Spring. It connects and extends the history of Qilu Hospital from north to south and integrates the modern development of medical science at Qilu Hospital from east to west. It embodies the characteristics and historical heritage of Qilu Hospital—blending ancient and modern, harmonious coexistence, with individual buildings emphasizing the relationship between indoor and outdoor environments—blending with nature, permeating through.

The project site's geographic location is unique with a complex surrounding environment. The small site limits the layout of buildings; the historical and cultural landmark restricts building height; the protection of famous springs limits building depth; scattered cultural relics restrict building layout; the significant difference in elevation between north and south hinders functional connections; and the compact land use restricts fire safety and traffic flow.

By constructing a comprehensive building for women and children, the layout of the hospital campus is organized. Through partial functional replacements, the medical process is reinvented and medical resources are integrated, creating a scientifically reasonable and efficient functional layout, and enhancing the environmental quality.
