Crane operators undergo specialized training and must pass examinations by relevant authorities to receive a certification before being allowed to operate. Unlicensed operation of lifting equipment is strictly prohibited.
2. Prior to lifting operations, operators must inspect that all equipment components are in good working order, that cables comply with safety regulations, and that lifting devices, hydraulic systems, and safety equipment are complete, reliable, and sensitive. It is strictly prohibited to operate equipment with any faulty parts. Cranes working in power substation areas must be operated during partial power outages, and the crane housing must be securely anchored. When parking or moving, the distance between the crane's wheels, front or outer ends of the stabilizers, and the edge of a trench or pit must be no less than 1.2 times the depth of the trench or pit; otherwise, anti-tip and anti-collapse measures must be implemented.
3. When lifting heavy objects, it is essential to first hoist the heavy item approximately 10 centimeters off the ground. Check the stability of the machinery and the effectiveness of the brakes and other components to ensure they are functioning properly and smoothly before continuing with the operation.
4. Operators must closely coordinate with controllers and follow their signals. A horn must be sounded prior to operation. If operators find the controller's signals unclear or incorrect, they have the right to refuse to proceed. During work, operators must immediately comply with any emergency stop signals issued by anyone.
5. Absolutely no personnel allowed on the lifting objects, no lifting objects to exceed human head height, and no standing or passing under the lifting objects by any personnel.
6. It is strictly prohibited to use two or more operating actions simultaneously when the crane is lifting at full load. The left and right rotation angles of the crane's lifting arm cannot exceed 45°, and it is strictly forbidden to lift diagonally, pull, or rapidly ascend and descend. It is also strictly prohibited to lift objects embedded in the ground, as well as to forcibly lift large objects that are strongly adhered to the ground.
7. When operating near energized power lines, maintain a safe distance from the equipment. The table below outlines permissible close proximity within the upper rotation range to transmission lines. During rainy or foggy weather, the safe distance should be increased to more than 1.5 times. When the equipment passes under transmission lines, the boom must be lowered.
8. When lifting a heavy object with two cranes simultaneously, they must follow the unified command of a designated person. The lifting speeds of the two cranes must remain equal, and the weight of the object must not exceed 75% of the total lifting capacity allowed by both cranes. When securing the lifting ropes, attention must be given to the distribution of the load, with each vehicle not exceeding 80% of the allowable maximum lifting capacity.
During operation, maintain a certain distance between the hook and the pulley to prevent over-tensioning from snapping the steel cable or causing the boom to tip back. When the boom is fully extended and at the maximum elevation angle, and the hook is lowered to its lowest position, there should be at least 3 wraps of the steel cable remaining on the winch drum.
10. During operation, the boom angle must not be less than 30°. The equipment should avoid adjusting the boom's range when it is carrying a load, and it is prohibited to change the control lever before the load is securely suspended.
11. No lifting operations over a large windward area should be conducted when the wind speed at the work site reaches level 5; lifting operations are prohibited when the wind speed reaches level 6 or above. During downtime or breaks, it is forbidden to suspend lifting objects in the air.
Upon completion of work, the crane hook and boom should be placed in the designated secure position, and all control handles should be returned to the middle position.
