Battery Freight Transportation Conditions Certificate (Sea, Air, Land, Railway Transportation)

   To apply for a transport condition certificate for lithium battery goods, it is first necessary to have the battery UN38.3 test and the packaging 1.2m drop test report.

UN38.3Refers to Section 38.3 (hereinafter referred to as UN38.3) in the "Manual of Tests and Criteria" written by the United Nations Committee of Experts on the Transport of Dangerous Goods, which pertains to the testing of lithium batteries. The transportation of finished lithium batteries or equipment containing lithium batteries must first complete all the tests specified in Section 38.3 (unless exempted with a written approval from the competent authority of the country of origin).

UN38.3Test Items: (T.1 Height Simulation Test, T.2 Thermal Test, T.3 Vibration Test, T.4 Impact Test, T.5 External Short Circuit Test, T.6 Collision Test, T.7 Overcharge Test, T.8 Forced Discharge Test)

T.1Highly Simulated Tests

Under conditions of pressure ≤ 11.6 kPa and temperature 20 ± 5°C.

T.2Hot Test

High-temperature and low-temperature shock tests conducted at 75±2℃ and -40±2℃; storage time at extreme temperatures ≥6h; transition time between high and low temperatures ≤30min; 10 shocks; storage at room temperature (20±5℃) for 24h; total test duration of at least one week.

T.3Vibration Test

15minThe device completes one reciprocating logarithmic sweep sine vibration from 7Hz to 200Hz, and achieves 12 vibrations in three dimensions within 3 hours.

T.4Impact Test

150g6ms or 50g, 11ms half-sine impulse, 3 times per installation direction, totaling 18 times.

T.5External short-circuit test

Short-circuit under conditions of 55±2℃ and an external resistance of <0.1Ω, with the short-circuit duration continuing until 1 hour after the battery temperature returns to 55±2℃.

T.6Impact Test

9.1kgA heavy object is dropped from a height of 61±2.5cm onto a battery placed on a 15.8mm diameter rod, to measure the battery's surface temperature.

 

T.7Overcharge Test

At twice the continuous charging current and twice the charging voltage, overcharge the battery for 24 hours.

T.8Forced Discharge Test

Battery connected in series to form a 12V DC power supply, discharge is enforced by the discharge current.

Battery Packaging Requirements

1Batteries and original batteries must be packaged separately to prevent short circuits, unless installed in equipment (such as mobile phones, cameras, walkie-talkies, laptops, etc.), and must be placed in sturdy outer packaging.

2Unless installed in equipment, each package containing more than 24 original batteries or 12 batteries,

Must also meet the following requirements:

1)Each package must be marked to indicate the presence of lithium batteries and special precautions to be taken if the package is damaged.

2)Each shipment must be accompanied by a random document explaining the presence of lithium batteries within the packaging and the special measures to be taken in case of packaging damage.

3)Each package must withstand a 1.2m drop test in any orientation without damaging the batteries or cells within, and without altering the position of the batteries so that they come into contact with each other (or with original batteries) or any battery leaking out of the package.

4)The gross weight of each packaged item shall not exceed 30kg unless lithium batteries are installed in the equipment.

UN38.3Battery types, size, specifications, capacity, and application are categorized, with varying costs for each category.

Lithium-ion batteries must be transported separately by air or packaged with equipment, and the packaged units must also pass a 1.2-meter drop test.

Leaded acid battery transportation certification requires vibration, pressure differential, and 55℃ leakage test reports first. Vibration, pressure differential, and 55℃ leakage tests are a series of tests for the transportation conditions of lead-acid batteries. According to the "Recommendations on the Transport of Dangerous Goods" (Model Regulations) compiled by the United Nations Sub-Committee of Experts on the Transport of Dangerous Goods, in general, lead-acid batteries containing electrolyte, if not tested, are classified as Class 8 dangerous goods, UN No. 2794; if the lead-acid battery passes the vibration and pressure differential tests but not the 55℃ leakage test, it is also classified as Class 8 dangerous goods, UN No. 2800; if the lead-acid battery passes all three tests sequentially, it is deemed a "non-hazardous material".
