In China, the primary responsibility for road protection operations is generally categorized under maintenance and repairs. It is common for roads to be closed for repairs two to three years after the opening of appropriate highway channels. One of the main reasons for this is the lack of preventive protection in the initial costs.
Our preventive protection, in actuality, involves strategically pausing accurate repair equipment at a reasonable time on the road, before any invasions or damage occur, or before enforcement measures are taken. It reveals diseases during maintenance, which, when addressed in their nascent stages, delays the deterioration of the road's positive functions. Therefore, the key to road protection is the comprehensive protection of all roadwork, with the basic principle being "concentrate on road protection, strengthen overall protection." When the PCI (Pavement Condition Index) is between 75 and 95, there are only a few cracks, less than 3 millimeters. To prevent water penetration and the expansion of cracks, some simple sealing methods can be adopted.
When the PCI index is between 60 and 75, this is a useful early preventive maintenance period, during which the road can effectively degrade slowly.
