Hazardous waste generators must report the basic information of their hazardous waste in accordance with national regulations, submit an annual plan (management plan) to the local environmental protection bureau, and declare the approximate quantity, types, and disposal destinations (outsourced treatment or storage) of the hazardous waste based on the environmental assessment and the generation situation. It is mandatory to entrust the disposal of hazardous waste to an entity with the corresponding hazardous waste operation license and to have it transported and transferred by a unit with hazardous waste road transportation qualifications; disposal cannot be done arbitrarily.
