II. Substrate Preparation: 1) Cement Concrete Surface - The base must have sufficient strength, free of loose, peeling, scaling, or powdering, and must be clean with no residue or floating dust; 2) The base must be fully dried, with moisture content <10%; 3) The base's pH value must be <10; 4) Maintain the flatness of the base.
