2. The reason why the unloaded voltage does not rise when adjusting the voltage is that even when unloaded, the power supply requires a small amount of current. However, by setting the "current adjustment" to zero, even a slight current will not extinguish, of course, the unloaded voltage will not rise either, thus the "current adjustment" is generally not set to zero.
3. The DC power supply has voltage and current outputs. When adjusting the voltage, it cannot be increased, which might be primarily due to the operator's lack of understanding of the "constant voltage" concept, caused by "constant current"; if the "constant current" light is on, the power supply is operating in a constant current state, and the output voltage is not adjusted but determined by the load.
