When adjusting the voltage, the no-load voltage cannot be raised, and the reason for this is that even when the power supply is in no-load condition, it consumes a tiny bit of current. If the "current regulation" is turned down to zero, not even a small amount of current is released, of course, the no-load voltage cannot be raised either. Therefore, it is generally not advisable to set the "current regulation" to zero.
