The Ministry of Agriculture and Rural Affairs recently issued a document requiring the accelerated advancement of the trial and identification of machinery for the resource utilization of animal and poultry manure.

The Ministry of Agriculture and Rural Affairs has decided to prioritize the certification and promotion of 10 existing products for the resource utilization of livestock and poultry manure, based on research and sorting of purchasing subsidies across various regions. These products include manure cleaning machines, solid-liquid separation machines for manure, spreaders (solid organic fertilizer spreaders, manure spreaders, and dung spreaders), fermentation machines for animal and poultry feces, aerobic fermentation machines for organic waste, carcass disposal machines, dry anaerobic fermentation units for organic waste, organic fertilizer processing equipment, biogas power generation sets, and biogas slurry and residue pumping equipment.

The Ministry of Agriculture and Rural Affairs requires that provinces (autonomous regions, municipalities) should proceed from the actual needs of resource utilization of animal and poultry manure in their regions, control potential and expand capacity, and accelerate the enhancement of testing and appraisal capabilities for machinery in the regional resource utilization of animal and poultry manure. For machinery that already has the capability for testing and appraisal, conditions should be created to facilitate the smooth progress of the testing and appraisal work; for machinery that does not yet have the testing and appraisal capabilities, increased investment should be made to rapidly fill this gap. Improving testing and appraisal capabilities should be effectively linked with measures such as machine purchase subsidies, categorized and tiered, pilot programs for new product subsidies, and technology promotion. For matters involving capability certification, provincial and above-level machinery and equipment departments should coordinate with relevant departments to accelerate the certification of testing and appraisal institutions.

According to the guidelines for trial and identification and the capabilities of identification, all machinery for the resource utilization of animal and poultry waste with trial and identification guidelines and capabilities shall be included in the guide for product types of agricultural machinery trial and identification. Provincial-level departments of agricultural machinery should guide their affiliated identification institutions to increase efforts in the trial and identification of machinery for the resource utilization of animal and poultry waste. Applications for identification of machinery for the resource utilization of animal and poultry waste with identification capabilities and included in the guide for product types shall be accepted openly.

The Ministry of Agriculture and Rural Affairs has pointed out that for the three categories of products including waste material drying machines, pressure-enhanced slurry fertilization equipment, and fecal sludge tanks that were included in the pilot program for new agricultural machinery purchase subsidy in 2019, pilot programs should be organized, and a test and evaluation outline should be formulated to accelerate the evaluation process. Efforts should be made to coordinate with the finance department to ensure funding for the evaluation work. A comprehensive incentive mechanism for work should be established. Provinces that have demonstrated significant achievements in the testing and evaluation of machinery for the resource utilization of animal and poultry manure will be given additional points in the performance evaluation of the 2019 provincial agricultural machinery purchase subsidy policy implementation.
