On March 5th, Yang Jie, a member of the National Committee of the Chinese People's Political Consultative Conference and the Chairman of China Mobile, presented a proposal on "popularizing programming education at primary and secondary schools." Against the backdrop of the strategy of building a country with strong talents, the cultivation of information technology talents in our country needs to be further enhanced.


Yang Jie suggests formulating a long-term development plan for programming education among primary and middle school students nationwide, gradually promoting programming to become a main curriculum subject in primary and middle schools, and integrating it into the academic level exams and college entrance and university entrance examination systems. It is proposed to clarify learning objectives, evaluation criteria, and other learning requirements for each stage of study, and to advance key tasks such as compiling unified teaching materials.

In recent years, proposals and development policies related to smart education have frequently come into the public eye.


In 2017, the State Council issued the "Development Plan for the New Generation of Artificial Intelligence," which outlines that by 2020, artificial intelligence has become the core driving force of the new generation of information technology, and by 2025, an internationally competitive artificial intelligence industrial system will be established. At the same time, the strategy explicitly proposes to strengthen support for artificial intelligence education and talent cultivation, promoting joint efforts between schools and enterprises in cultivating AI talents.


December 14, 2017, the Ministry of Industry and Information Technology issued the "Three-Year Action Plan for Promoting the Development of the New Generation of Artificial Intelligence Industry (2018-2020)." The notice explicitly states that efforts should be made to strengthen the cultivation of AI talents, through supporting collaborations among universities, enterprises, research institutions, and other parties, to nurture a batch of high-level talents and innovative teams with both innovative and practical capabilities.


On February 24, 2023, at the State Council's press conference, the document "Deeply Implementing the Innovation-Driven Development Strategy and Accelerating the Construction of a Strong Country in Science and Technology" also emphasized the need to rapidly cultivate talents with innovative spirit and practical capabilities, promote the reform of higher education and the innovation of talent cultivation models, enhance the quality and effectiveness of talent development, and give full play to the role of higher education in talent cultivation and scientific research innovation, actively advancing the deep integration of artificial intelligence education and industry.


In May 2022, the Ministry of Education issued the "Information Technology Curriculum Standards for Compulsory Education (2022 Edition)," outlining the core competencies to be nurtured in the information technology curriculum, which primarily include information awareness, computational thinking, digital learning and innovation, and social responsibilities in information. Computational thinking refers to the use of ideas and methods from the field of computer science in the process of problem-solving, involving abstract thinking, decomposition, modeling, and algorithm design, among other mental activities.


China's relevant departments have issued a series of policies in the field of artificial intelligence education, aimed at strengthening the cultivation and introduction of AI talents, promoting the deep integration of AI technology with various fields, and providing solid talent and technical support for China's digital and intelligent development.
