Introduction to CE Certification for Mechanical Products

Mechanical CE Certification Directive

I. Mechanical MD DirectiveCertification Introduction
 
In accordance with Article 1.2 of the Machinery Directive, any assembly composed of components, where at least a portion is intended for processing, handling, transport, or packaging purposes and is moved by suitable actuators, controllers, or circuits, is termed "machinery." The term "machinery" also encompasses groups of machines arranged and controlled to achieve integrated functions such as processing, handling, transport, and packaging. Additionally, components that ensure safety during use and whose failure would pose a risk to the safety or health of personnel exposed to them, known as "safety components," are also included in the broad definition of machinery under this directive.
Mechanical Directive Product Range
Pursuant to the provisions of the Machinery Directive, the following machinery does not fall within the scope of this directive (Article):
Design and manufacture of passenger elevators and/or conveying equipment, irrespective of load, except for industrial trucks equipped with elevator operators.
2. Mechanisms powered solely by human labor should only be used for stacking goods.
3. Mechanical contact with patients.
Special equipment for outdoor plazas or amusement parks.
Steam Boilers, Tanks, and Pressure Vessels
6. Machinery specifically designed or applied for nuclear energy use, upon encountering an accident, may lead to the leakage of radiation energy.
7. Components that constitute part of the machine are radioactive.
8. Light Weapons
9. Storage tanks and conveying pipelines for gasoline, diesel, flammable liquids, and hazardous materials.
10. Transportation Means: Refers to vehicles and trailers that transport personnel and/or goods using public transport networks such as roads, railways, waterways, and the air. These should all be considered transportation means. However, vehicles used in the mining industry are included within this directive.
Ships equipped with relevant equipment and nearshore mobile equipment.
Public or private transport, passenger gondolas and cable cars powered by cables.
13. Agricultural and Forestry Tractors, as defined in Regulation (EEC) No 74/150 (1) concerning the harmonization of the provisions relating to the type-approval of agricultural or forestry tractors for the European market, which was subsequently amended by Regulation (EEC) No 88/29/EEC (2).
14. Custom-designed and manufactured machinery
15. Elevators designed for use in buildings or structures, operating within a specific height range. Their moving cabin is fixed to guide tracks that are inclined at more than 15º above the horizontal, and are designed to transport:
—Staff,
—Staff and goods,
—Goods, but with personnel accessibility. That is, personnel can enter with no difficulty, and the control components are located within the cargo area, within reach of the personnel.
—载人, utilizing small gears and racks for ascending.
— Mining winches
— Stage Lifts
—Cranes used on construction sites, for carrying people or people and goods simultaneously.

 

Section II: Mechanical Instruction Product Categories: 
Mechanical equipment in the EU is categorized as either general machinery or hazardous machinery. The Machinery Directive stipulates that machinery and safety components classified under Annex IV (hazardous machinery, such as press brakes, injection molding machines, aerial work platforms, woodworking saws, etc.) are considered hazardous. Certification bodies are required to conduct EC type tests, which are relatively stringent.
The Machinery Directive (2006/42/EC) applies to machinery, mobile machinery, machinery installations, equipment for lifting and conveying persons, and safety accessories. The basic health and safety requirements (EHSR) stipulated in the regulation cover the entire field of mechanical engineering.
Application Process for CE Certification
The application has been submitted by the corporation.
2. The parties have signed an accreditation contract.
3. The company provides testing samples and technical documents.
4. Conduct sample testing and technical document review

7. The company affixes the CE mark on its products.
 
Mechanical product evaluations primarily consist of safety assessments for mechanical components and safety tests for electrical equipment.
In regards to electrical requirements, products must comply with low-voltage directives and electromagnetic compatibility (EMC) regulations. The EMC regulations are stringent, demanding that products not only do not emit electromagnetic interference but also resist it. Any electronic product must pass the CE certification to demonstrate its general acceptance within the EU.

Risk associated with non-compliance with CE marking
If an attempt to circumvent customs is detected, not only must the original goods be returned, but the EU competent authorities will inform all member states to ban the product from clearing customs within the EU.
2. If products pass through customs fraudulently (including the absence of a CE marking or the improper, unauthorized application of a CE marking), they may also face complaints from industry peers or accusations from consumer protection groups within the EU, potentially dealing a significant blow to the manufacturer's reputation.
3. Should a hazardous incident occur with such products, the company will bear a heavy liability for failing to fulfill its safety protection responsibilities; they may even be deemed guilty of negligence and be required to pay punitive damages.

 

Section 3: Can Mechanical CE Certification Be Applied for in Series?

The series division principles for Mechanical CE certification are as follows: consistency of product names, similarity of structure, identity of key components, and PCB principles. Only when these criteria are met can applications for various mechanical model series be submitted.
