How to Obtain CE Certification for Home Appliances

Update to Home Appliance CE Certification Directive
The new Low Voltage Directive (LVD) within the CE regulations was published on March 29, 2014, in the Official Journal of the European Union. The new version, 2014/35/EU, will replace the existing Low Voltage Directive 2006/95/EC and will be enforced from April 20, 2016.
The new EMC (Electromagnetic Compatibility) directive in CE, numbered 2014/30/EU, will take effect on April 18, 2014. The old EMC directive, 2004/108/EC, will be abolished on April 20, 2016.

General electronic and electrical products primarily need to comply with the following two directives:
LVD Directive: Abbreviation for the Low Voltage Directive; all electrical products sold within the European Community must comply with this directive.
EMC Directive: Abbreviation for Electromagnetic Compatibility. EMC encompasses two major categories: EMI (interference) and EMS (interference resistance).
Wireless products must meet additional requirements of the R&TTE Directive. Mechanical products must comply with the MD requirements, products need to pass the certification under the MDD Directive, pressure equipment must adhere to the PED Directive's specifications, personal protective equipment must conform to the PPE Directive requirements, ...
The new RoHS directive is 2011/65/EU, which requires the testing of 6 items and comes into effect under the RoHS directive.
        
What does the EMS test mainly consist of?
ESD - Electrostatic Discharge Immunity Test
RS - Radio Frequency Electromagnetic Field Radiated Immunity Test
CS - Conducted Disturbance Immunity Test for Radio Frequency Field Induction
Voltage Sag, Short-Circuit Interruption, and Voltage Fluctuation Immunity Tests

As early as July 21, 2017, the European Commission officially promulgated Regulation (EU) 2017/1357, which sets forth the implementing restrictions on the harmonized standard EN60335-2-9 (Safety Standards for Household and Similar Electrical Appliances). This regulation came into effect immediately upon its publication.

Background of EU Regulation 2017/1357 issuance:
The relevant resolution stems from the objections raised by Germany and Norway regarding certain provisions of EN60335-2-9. They believe that the original standard's 11th section on "Heating" fails to adequately specify temperature limits for accessible non-functional surfaces. Furthermore, the standard allows for several exemptions from temperature limits. For instance, in some cases, it only requires a warning notice on the label, and the color of the warning label may differ from international warning colors, potentially confusing users. Additionally, due to ambiguities in the original standard, it can be interpreted as permissible to omit the measurement of temperature rise for certain parts of the product, which could lead consumers to disregard the applicable temperature limits for the entire product. As a result, the potential burning risk to humans and animals remains. Therefore, the original EN60335-2-9 standard should not be deemed compliant with the requirements of the "2014/35/EU" Safety Directive.

Section II: Key Content and Requirements of (EU) 2017/1357
Based on the requirements of Article 1(c) and 2(b) of Annex I of Directive 2014/35/EU LVD.
If the product meets the following three requirements of EN 60335-2-9 standard but does not comply with the requirements for product safety and burn risks in Annex I of the LVD Directive:
In Table Z101, the notes indicate that if the product cannot meet the temperature limits due to its structure or dimensions, the product's temperature rise should not exceed twice the limit specified in the table, and a high-temperature warning should be marked on the corresponding surface.
