To promote high-quality planning, design, construction, and management of major municipal projects, the Municipal Housing and Urban-Rural Construction Administration (Municipal Major Project Office) recently focused on the upcoming "Shanghai Municipal Regulations on the Construction and Management of Major Projects." The training session, aimed at relevant staff involved in major projects across the city, delved into key policies such as land management for major projects, BIM technology application, sponge city concepts, bidding and tendering management, and comprehensive acceptance. The session combined case studies of major municipal projects to exchange experiences and practices, enhancing the professional capabilities of all parties involved in the construction process, and ensuring the smooth progress of major municipal projects. The meeting emphasized three main points: Firstly, a thorough understanding of the new positioning and requirements of major projects is crucial. Major projects are not only a concrete interpretation of high-quality development but also a source of momentum for sustainable high-quality development. Secondly, comprehensive coordination throughout the entire process of major project construction is essential. Strengthening overall collaboration, focusing on problem-solving, and innovating work methods are vital to overcoming construction bottlenecks and creating new high grounds for quality and function in urban development. Thirdly, the demonstration and leadership role of major project construction should be further leveraged. This includes upholding party-building leadership, effectively utilizing the role of grassroots party organizations and party members as vanguards; promoting development leadership to build a new starting point for economic growth and industrial transformation; prioritizing people's livelihoods by accelerating the construction of more major projects that meet public expectations and warm hearts; ensuring high standards in the protection of construction workers' rights and interests, and promoting the establishment of more new-era urban construction and management communities in key areas; focusing on innovation leadership in addressing bottlenecks such as preliminary approval, index coordination, and scheme stabilization in major project construction; and technological leadership by actively promoting the application of BIM technology, upgrading civil construction demonstration, and sponge city concepts to enhance the management level of major project construction. Participants in the training included representatives from the Municipal Propaganda Department, the Municipal Education Commission, the Municipal Transportation Commission, the Municipal Water Resources Bureau, the Municipal Sports Bureau, the Municipal Greening and City Appearance Bureau, the Municipal Housing Management Bureau, major project offices in all districts (management committees), and key construction unit leaders.
